Fresh off of the horrors witnessed off the Massachusetts coast, the team cannot rest yet. They are immediately whisked away on military transport to the Hatteras Reef in North Carolina. An extremely overworked Agent Charlie has learned of a second incident down the coast that might have something to do with the previous events. Tensions mount as Delta Green must thread the needle between the US Navy, a reef restoration group, and an ancient evil brewing just off the coast.

Unfortunately, when no one is left alive who knows what the codes mean, The Program must investigate blindly. When a death trips an alarm on certain keywords, Agent Charlie must get a group together and fast. She has little to go on, and even less knowledge about who she has on the operation.

What the FBI is investigating as a kidnapping has, for unknown reasons, triggered alarms within the Delta Green Special Access Program.
